Not getting 6mb

I do not seem to be getting 6mb on download speed tests, Yesterday was 5.2 in afternoon but deteriorated to less than 1mb at 10pm. Currently i'm getting 4.74 (all done with Smart Speed Tester). My Max Pause is always 'poor' and sometimes 'unacceptable'. Is this my config setup, or line quality and how do I improve it?

your stats indicate that your line quality is very variable so you may achieve a higher speed if you re-connect, then again you may not.

as indicated in the announcement (http://support.smarttelecom.ie/forums/showthread.php?t=85) this upgrade is subject to eircom line quality and length.
